Test that a filter using the $sitekey option whitelists in frame elements.

Steps
- Add filter #1 and refresh page.
- Make sure that in frame elements are not blocked.
- Add filters #2, #3 and #4, and refresh page.
- All elements should be blocked from both out of frame and in frame above.
- Add filter #5 and refresh page.
- Out of frame elements should keep blocked. The in frame red image should also keep blocked, but the in frame "Exception Target" should become unblocked.
